It
is proper to wear merit badges on a merit badge sash, like the one
below, with the BSA uniform. It is also proper to wear up to
six merit badges in rows of two on the right sleeve (which is the
sleeve with the American flag) of a long-sleeved uniform shirt,
starting at 3 inches from the bottom edge of the cuff. No
merit badges may be worn on a short-sleeved shirt.
